Qualified seniors age 62 and over with an altered pet may be eligible
for one (1) Free License per home per year. Click

The cost for licensing unaltered or fertile pets is higher than for licensing
spayed or neutered pets in order to promote sterilization and to reduce
pet overpopulation and starvation.
* Recognizing how important your cat is to your family, the City of Torrance
is pleased to provide voluntary cat licensing. We encourage you to take
advantage of this program to ensure the safety of your pet.
Payment for your license is due by June 30th. If you are licensing for
the first time, you must purchase a license when the pet reaches 4 months
of age or within 30 days of moving into the City of Torrance.
A late fee of $20 is charged if your license has not been renewed by
July 1st.
Payment Options
If you are licensing
by mail, you may pay for your license with a check or money order made
payable "City of Torrance."
If you have received a billing or renewal notice in the mail, you may
be eligible to pay for your license online
with a major credit card.
Required Paperwork
A rabies vaccination certificate signed by a licensed veterinarian
must be submitted if the rabies vaccination has expired. An invoice
or statement of services is not sufficient as proof of rabies vaccination.
Check your certificate for correct address and pet information.
Please include a spay/neuter certificate is the pet has been altered
since the last licensing period.
If you are applying for a senior license, a letter from the City will
be required.
Your paperwork will not be returned to you, so please retain a copy of
your documents for your records.

documentation, along with your check or money order payable to "City
of Torrance" to the address below. Please do not send cash.
You may license your pet in person at Animal Care Services at 2200 Jefferson
St. in Torrance. Please bring your pets rabies vaccination certificate
and spay/neuter certificate (if applicable) with you.
