Licensing Ordinance

All dogs age 6 months of age or older (or with a set of permanent canine teeth) in the City for more than 30 days in a 12-month period are required to be licensed annually. Proof of current rabies vaccination is required for all dogs 4 months of age or older.

Owners of puppies too young to require a license by law may check with their local veterinarian about obtaining a free dog license under the Asheville Puppy License Program.

Violations of the Animal Services Ordinance, including failure to license, result in Penalties starting at $50.00.

Mailing Address

To license by mail:

  1. Enclose copies of all required paperwork. The license application below may be downloaded and included, but it is not required.
  2. Enclose $10 for each of your pets.
  3. Make your check or money order payable to "City of Asheville." Please do not send cash.

Required Paperwork

Owners are required to provide and update proof of current rabies vaccination in order to maintain a valid license. Please check your certificate for correct address and pet information.

Your paperwork will not be returned to you, so please only send copies and retain the originals for your records.

The first replacement tag is free, subsequent replacement tags are $5.00.

Due Date

You must purchase a license within 30 days of obtaining a dog 6 months of age or older (or with a set of permanent canine teeth) or within 30 days of moving into the City of Asheville. Any dog kept in Asheville for 30 days or more in any 12 month period must also be licensed.

Other Required Permits

In addition to licensing, permits are required for anyone keeping a fertile or unaltered dog or cat 6 months of age or older, and for keeping 7 or more pets in one household. Permits may be purchased on the main floor of City Hall, 70 Court Plaza, Asheville. Hours of operation are Monday through Friday 8:00 am until 5:00 pm.
