Licensing Ordinance
Beginning June 1, 2008, all dogs and cats 4 months of age and older in Irving must be vaccinated for rabies and registered with the City of Irving. Dogs new to the city or undergoing a change of ownership must be registered within 30 days.

Ready to purchase your license? You are eligible to license online if you have received a renewal notice or a billing notice in the mail and you are not required to submit any paperwork (such as an updated rabies certificate or proof of spay/neuter if you are paying the spay/neuter fee for the first time). Please have your notice ready, and click here to begin. A $1.95 convenience fee will apply for each online transaction.

Required Paperwork
- A current rabies vaccination certificate is required if the rabies vaccination on file has expired. Please check your certificate for correct address and pet information.
- Your pet’s microchip number is required to receive the microchip discounted rate.
- Proof of spay/neuter, such as a signed statement from a veterinarian, an invoice for services, or indication of spay/neuter on the rabies certificate, is required if the pet has been altered since the last registration period and you are applying for the lower spayed/neutered registration fee.
- Proof of age is required to receive the discounted fees for senior citizens age 65 and over.
- A new application for a hearing, seeing, or physical assistance dog must provide a copy of the papers from the training agency.
Please send legible copies of your paperwork and maintain a copy for your records.

To promote microchipping of family pets, a device that helps with the quick return of lost pets to their owners, the cost for licensing non-microchipped pets is higher than for licensing those that are microchipped.
Overpayments of $3 or less will be applied as a donation to the Irving Animal Care Fund. If you want to make a voluntary donation to the Animal Care Fund, please note the amount of the donation on your paperwork and add it to the license fee.
