Licensing Ordinance

All dogs must be vaccinated against rabies and licensed with the City of Torrance by the age of four months or within 30 days of acquiring the pet. Cat licensing is available on a voluntary basis.

Instructions to License Online

Ready to renew your license? You are eligible to license online if you have received a renewal notice or a blue or yellow billing card in the mail and you are not required to submit an updated rabies vaccination certificate. Please have your notice ready, and click here to begin. A $1.75 service fee will apply for each electronic payment.

If you are not eligible for online licensing, you no longer have the reference number from your notice, or you prefer to pay by another method, click here to view your other payment options.

Required Paperwork

A current rabies vaccination certificate signed by a licensed veterinarian must be submitted if the rabies vaccination has expired or will expire within 2 months. An invoice or statement of services is not sufficient as proof of rabies vaccination. Check your certificate for correct address and pet information.
Please include a spay/neuter certificate is the pet has been altered since the last licensing period.
If you are applying for a senior license, a letter from the City will be required.

Your paperwork will not be returned to you, so please retain a copy of your documents for your records.

Qualified seniors age 62 and over with an altered pet may be eligible for one (1) Free License per home per year. Click here for more information.

The cost for licensing unaltered or fertile pets is higher than for licensing spayed or neutered pets in order to promote sterilization and to reduce pet overpopulation and starvation.

* Recognizing how important your cat is to your family, the City of Torrance is pleased to provide voluntary cat licensing. We encourage you to take advantage of this program to ensure the safety of your pet.

Due Date

Payment for your license is due within 2 weeks of the expiration of your current license. If you are licensing for the first time, you must purchase a license when the pet reaches 4 months of age or within 30 days of moving into the City of Torrance.

A late fee of $20 is charged if your license has not been renewed within 2 weeks of the prior license expiration.
