Licensing Ordinance

All dogs 4 months of age and older and residing in the Cities of Laguna Beach and Laguna Woods are required to be licensed within 15 days of being acquired or within 15 days of new residency. This excludes residents of Emerald Bay which is not within the City of Laguna Beach. Emerald Bay residents must license their pets with Orange County Animal Care and Control.

Instructions to License Online

Ready to purchase your license? If you would like to license online, a convenience fee of $2.00 will apply for each transaction. Any required documents, such as your dog’s rabies vaccination certificate, may be scanned and uploaded or submitted later by fax, mail or email. The license will be issued after all required documents are received.

Required Paperwork

  1. A current rabies vaccination certificate is required if the rabies vaccination on file has expired. Please check your certificate for correct address and pet information. The rabies certificate must also contain the vaccination dates, vaccine manufacturer, vaccine product name and veterinarian’s signature.

    Please note: If your dog has a rabies deferment, you will not be able to apply for or renew a license online or by mail. You will need to apply for or renew a license directly with the Laguna Beach Animal Shelter. Please contact the Laguna Beach Animal Shelter from 11:00am to 4:00pm, 7 days a week, for assistance and directions on licensing a dog that has a rabies deferment.

  2. Proof of spay/neuter, such as a signed statement from a veterinarian or an invoice for services is required if the pet has been altered since the last licensing period and you are applying for the lower spayed/neutered license fee.
  3. Proof of owner’s age is required to receive the discounted fees for senior citizens age 65 and over.

Your paperwork will not be returned to you, so please retain a copy of your documents for your records.

The cost for licensing unaltered pets is higher than for licensing spayed or neutered pets in order to promote sterilization and to reduce pet overpopulation.

Due Date

Payment for your license is due within 60 days of the expiration of your current license. If you are licensing for the first time, you must purchase a license within 15 days of obtaining a pet over the age of 4 months or within 15 days of establishing residency within the Cities of Laguna Beach or Laguna Woods.

A late fee of $17 is added to the license fee if your license is not purchased within 60 days of the prior license expiration or within 15 days of obtaining a pet over the age of 4 months or moving into the City. If any years of licensing were missed, both the license fee and the late fee will be due for each missed year plus the current year.
