Licensing Ordinance
All dogs 4 months of age and older and residing in the Cities of Laguna Beach and Laguna Woods are required to be licensed within 15 days of being acquired or within 15 days of new residency. This excludes residents of Emerald Bay which is not within the City of Laguna Beach. Emerald Bay residents must license their pets with Orange County Animal Care and Control.

Due Date
Payment for your license is due within 60 days of the expiration of your current license. If you are licensing for the first time, you must purchase a license within 15 days of obtaining a pet over the age of 4 months or within 15 days of establishing residency within the Cities of Laguna Beach or Laguna Woods.
A late fee of $17 is added to the license fee if your license is not purchased within 60 days of the prior license expiration or within 15 days of obtaining a pet over the age of 4 months or moving into the City. If any years of licensing were missed, both the license fee and the late fee will be due for each missed year plus the current year.
License Term
In the City of Laguna Beach, a pet’s initial license begins on either the date of the pet’s rabies vaccination or the date of new residency or pet adoption. Renewal licenses begin on the expiration date of the prior license. Licenses may be purchased for 1, 2 or 3 years, but the license term is not valid beyond the expiration of the rabies vaccination. Licenses will expire no later than the last day of the month prior to the vaccination expiration date.
In the City of Laguna Woods, licenses are valid from January 1st through December 31st and are due by January 1st annually. Late fees begin March 1st. 1, 2 or 3 year license terms are available, but the rabies vaccination must be valid through December 31st of the expiration year. A prorated fee is available for a newly acquired pet or a new resident beginning from the date of adoption or new residency. Proof of the event is required to receive the prorated fee.
